is it only kids that can perform in Mulan Jr?

I think the shows in the Broadway Junior series can only be licensed if the majority of the cast members are under the age of 18. I know that some adults have appeared in the junior shows. For example, many schools will use an adult or teacher to play Coach Bolton or Mrs. Darbus in HSM Jr. I'm sure Drew or Jason will respond with more specifics.
