Do Jr. plays always come with year-long rights?

In the "help" section of Into the Woods Jr. someone from MTI answered a question saying, "Purchasing the showkit provides you with the licensing right for one calendar year."
In the showkit section of the site however, it says that they created "a special license just for accredited schools grades K-9. This license includes all the ShowKit® resources, plus the right to perform the show as many times as you would like within one year." This seems to suggest that to recieve the rights for a full year, the performers have to be in grades K-9, however we can get the license for people up to 18 years of age.
Which one is it? Does any Jr. musical automatically come with the rights for a full year, or do the performers have to be in K-9?
